I'm tired of being solicited by homeless people anytime I walk around downtown. I love this city and I love living downtown but I am hesitant to even walk a few blocks away from my apartment because I'm relentlessly confronted by homeless people. I have no problem with homeless people and I'm willing to pay my part of the taxes to get them steady jobs and homes, but soliciting hard working residents should not be tolerated and the authorities must step in

There is a problem with enforcement by HAND. Months ago I requested the City stop the trash and garbage coming from 1417 West Habitat Street. It went from Matthew Swinney in HAND, to the City Street Department, to the Director of HAND, to Rosie Beaman of HAND, who told me a decision would be reached last week. This week she does not return my calls. I still have my neighbors trash in my yard. My other neighbor still has trash in his yard. There is still trash on City Property. There are still trash cans left permanently on City property, despite an ordinance against it. HAND has pictures. Besides the unsightly view, there is the attraction for vermin and the health risks. I just want the trash picked up, and the cans moved back on his property, where they belong.

Thank you Jeff & Cody for a job well done repairing/patching the area where the street meets our driveway! This is my first time using UReport. I did not expect such a quick response to the UReport I submitted Friday evening. Your courteous & polite personalities represent the City of Bloomington well! I very much appreciate all you do! Thanks again! Lori Brenner

For years I have problems with my neighbor's trash in my yard. His cans are on Habitat Street, his own private dump, despite a City Ordinance prohibiting it. He does not empty his trashcans, he does not cover them; animals take trash to nearby yards and other parts of City property. In the past, Wykoff was not helpful, and Mayor Kruzan was not interested, and the police had other priorities. Recently it has bounced around in City bureaucracy for months: HAND, the Street Department, back to HAND, over to Title VI, back to HAND, and back to the Street Department, which they will not enforce the Ordinance. Trash still appears in my yard. There must be organizational and management issues, but the results are the same: no solutions. The appearance is either incompetence or corruption. I am tired of the run-around; I have lost the use of my property and it's full value. I just want the cans moved back on his property, away from mine. If the cans are not a real problem, then they can not be a real problem on his own property. The next escalation goes to the Police Department, the Herald-Times, or the Courts.

I recently attended a peaceful protest downtown for the Black Lives Matter movement. The Mayor gave a very nice and well received speech on the courthouse lawn. I have found that this speech has since been posted to YouTube where I have had the chance to listen to it again. During his speech he spoke about transparency at all levels in local Government. The Mayor also made mention of the fact that window tint was being removed from all Police cars in order to promote this. I believe that this was a step in the right direction. Yet despite this, I still have seen administrators at the Department getting in and out of their cars while I walk to class and while they are driving around town with window tint still on their Police cars. Why has the window tint not been removed from these Police vehicles despite the fact that the Mayor wants complete and total transparency and these are people that should be some of the most transparent ones out there? Thank you.

I have an issue of how a criminal case is not being taken seriously, or pursued in a timely manner. On May 8, 2013 My daughter got shoved into a wall by one of my male neighbors & my car window busted out by my female neighbor & have it on video. The police come & of course my neighbor left before police arrived. The police took everyones statement even reviewed the video which was sent to the officers email right then, still nothing has been done. But the officers did come to my house to tell me there will be a warrant for the female because of the video but nothing will happen to the man that assaulted my daughter & she had visible marks on her arm from where he pushed her. This back & forth with my neighbor has been going on for a year. But nothing was ever done to protect me & my family so they became bolder in their harassment toward me & my family. I told the officer if they wouldnt not do anything to them they wouldnt stop. I am the one who always called the police ( but the few times they called was saying i didnt have a license & i tried to hit my neighbor with my car) it was me calling for protection. My neighbors have threatened, stalked us w/a video camera pointed to my front door & parking lot, assaulted physically & verbally, destroyed property, & spit on, still to this day stalk my daughter at work & drive by our house because the female neighbor no longer lives by me she was evicted about a week ago. I do not understand why either one wasnt arrested that day. I had all the proof my daughter was injured & my window was busted & video taped so I do not understand the lack of action from the Police that are suppose to protect. If I was not in the "poor side" of town I think things would have been different. I believe if she busted a city officials car window she would have been put in jail that night or assaulted a city officials daughter. Its sad that someone with money & power are more believable then evidence in my case. Every officer & there were alot over the past year all said the same its your word against their word even if you have witnesses nothing is going to happen. One officer even got in my face & said you call us again over stupid shit & I will take you to jail, I have more important things to deal with then neighbor disputes. This was in front of my children & of course my neighbors too. So for months after my family had to deal with them thinking they can do anything cause all they had to say was our word against them. My kids hated to just walk to the car to leave because they hadnt played outside for the past year. My car is scratched up, headlight busted window busted bike tires flattened & I havent done one thing to retaliate except rely on the legal system to protect me. I will be out hundreds of dollars to repair all that has been damaged. Where is my justice where is my protection I dont care what part of town I live or how much money or power i dont have I deserve the same rights as everyone should. If everyone would just realize its the little things that works up to what they consider more important cases. If the police took more time stopping the little incidents maybe the bigger ones wouldnt proceed. To whom that reads this , without knowing me or my history or station in life, if this happened to you, What would you do?

Hello, I live on Rogers where the road construction has been going on. While the construction so far has been annoying, it has been bearable and hasn't intruded on daily life functioning. The past two morning I have been woken at 6 am to extremely loud construction outside my window. 7 am was annoying, but bearable, but 6 am is just insanity. It wasn't even light out this morning at 6 am! I am ill and trying to recover and being woken at 6 am when I don't have to be awake for work until 8 am is just rude. Please, is it at all possible to wait until 7 am to start construction? At least it's a reasonable hour. Thank you, Rachel Matthews
