Subject: Re: uReport Case #162510 - 3433_E._Third_St._property_needs_owner_attention Mike Arnold -- An update from a coupe weeks past on this address, I have been been busy or else would have sent a message sooner. 2/10/18: I reported to Bloomington Police the north, back of house, doors open. Lower door wide open, upper door open but storm door closed. Officers (six) arrived and cleared the house, Windows are still unlocked and storm windows may be opened as they are not closed in place on nearly all windows. Please make contact with the owner and request that they close all windows and check the two doors so they may be closed and locked. I have mentioned to you in the past, on the lower door, stone wall has fallen and mud prevents storm door to close. This needs attention. Please be more aggressive in your home owner contact. Monitoring this house and follow up on securing the house is now using Police time and resources. Plus my time and others neighbors concern that the house is being entered by homeless and others trespassers. It appears a mess inside and needs attention. If you cannot get results on this homeowner's negligence, see history back to 2004 where the city has sited issues, I will follow up with the Mayor and City legal. This needs to be solved to hold the homeowner accountable for action before something bad happens; house fire, frozen water pipes, trespassers cause issues. If you can, please tell me who the homeowner is and their contact information. I am willing to contact them to discuss issues (as the Neighborhood Association representative) - plus Bloomington Police wish to make contact. City Arborist told me to contact HAND for tree code violations. There are at least 1/2 dozen dead trees at entrance to The Arbors Apartments on E. Moores Pike. Several large limbs have fallen recently, causing hazard to people, dogs and cars. Manager is aware of problem & has said he plans to remove them, but weeks have passed & no action has been taken. I walk my dog on the path & road where these trees are & it frightens me to walk by them, especially on a windy day.

Hi, I graduated from Bloomington South in 1999 and lived a mile away from the school throughout the 80's and 90's. I never heard the football announcements from home during that time, so I am shocked to discover how loud they are now, now that I have moved back to the South Side and away from the noisy student rental area near campus. I can hear the football announcements clearly from Bryan Park, from my house in Sycamore Knolls, and from a friend's house in Spicewood, 1.6 miles away from the football field as the crow flies. A friend of mine who lives on Sweetbriar is completely miserable from all this noise. There is no reason the announcements and music need to be so loud, and it is clearly a violation of city noise ordinances, especially after 9pm on Friday nights. More importantly, why does Bloomington South want to destroy the hearing of all their football players and fans? Is there anything that can be done to plead with the school to be more reasonable? 14.09.030 - Noises prohibited. (c)(4) It shall be a violation of this chapter to play, use, operate or allow to be played, used, or operated any radio, television, digital media player, loudspeaker, sound amplifier, musical instrument, or any other machine or device for producing or reproducing sound in such a manner that the sound produced persists continuously or intermittently for a period of at least fifteen minutes and can be heard outside the immediate premises from the location of the emitter by a person with normal hearing. Sound that is clearly audible to a person with normal hearing from any place other than the premises from which the source of the sound is located, when the sound occurs between the hours of nine p.m. and seven a.m., is prima facie evidence of a violation of this section. It seems like it would be a simple fix if the football announcers were to turn the volume down just a little bit, it would help a lot of people, and harm no one. Thank you, Katie Edmonds

This carpet store has been destroyed for a **long** time now. I don't know what caused it, but that's irrelevant. This wreckage is an eyesore on one of the biggest inlets to the city. I also worry that youth (like myself a number of years ago) like exploring things like that and could be injured from a falling wall or something. That's probably less of a worry, but you never know given it being next to the theatre. Is it possible to hasten the cleanup, or at least removal of debris from this location?

The house at 2615 Rockport looks abandoned. Construction/repairs was being done on it but a large branch fell into the house in the back and now has a large hole in the roof. I'm concerned that the house has fallen into neglect and is now abandoned. Would the city please look into it and let me know what is going on with it? -Lucas

Case #158566 Yard Waste 2431 N Skyline DR I guess the city thinks what they are doing at this house in the front yard is acceptable. I don't, and the neighbors don't but obviously you won't do anything about it.

I live at 2327 S Terra Ct, and I would like to report trash in my neighbors yard (2333 S Terra Ct). I have reported this before, but it has again become an issue. I have to constantly pick up their trash from my yard, to keep my yard from looking like a dump. It is not likely drive by trash as I live in a cul-de-sac inside another cul-de-sac; and the trash is not only in their front yard, but their back yard as well. I am pregnant, and I feel I should not have to live in these conditions, or pick up large amounts of others trash constantly as I am not their janitor. I do not put trash in my yard, only the proper receptacles, and these receptacles are only outside with trash when it is being picked up for trash/recycling day. I have no interest in attracting rodents or other creatures that do not belong near my house. Please see the attached photo of my neighbors trash, that I have collected from just my own yard, from the past month and a half.

HAND: This home also has 4 tenants and rents for $1,600/month. I think that ALL Landlords should be required to abide by the law. Please look into this matter.
