While digging holes for a tree planting on 4/30 behind St. Thomas, we found 3 thin utility lines in one of the dug holes (lines were not harmed) -- our 811 ticket was completed, so we think these may be inactive lines but wanted to make sure before we put the tree in that spot. Is this something the CoB can check on?

I am writing you with concerns about work being done around the city by AT&T subcontractors to lay fiber optics cable around the city. Should you talk to individuals in several neighborhoods where they have worked there is dissatisfaction. The subcontractors have at times leaving large scars across the properties of homeowners for which they then failed to make adequate repairs. Part of our sprinkling system no longer works. One of our neighbors has a 30 to 40 foot long scar across the side of his yard and the subcontractors buried both the meter for his water as well as one drain pipe from his gutters (I am including photographs). In talking to the Hallmark Management Corporation, we are not the only homeowners association that has had these kinds of experiences.
I have tried to reach out to AT&T and was given assurances that I would hear back from them in an effort to resolve the situation. I have never heard back. I know the representatives from Hallmark have also been trying to reach out to AT&T without success, Can the City help to reach out to AT&T and raise these issues. Re: uReport Case #171533 that was recently closed:
(southwest corner of Kinser Pike and Rosewood). The utilities box (which is full of car-sized batteries and other electrical items) is, at best, a temporary fix. Someone has tied a strip of electrical tape around the box. Besides very temporary, it is also unsightly and unsafe. It does not secure the door if someone (say one of the children that frequents the area) should decide to remove the door and investigate the electrical devices inside. I think someone can and should do better. Please let me know who those boxes belong to or if the city can handle, as they are not tagged.

There is a very active illegal homeless encampment located immediately south of the Indiana Rail Road overpass and immediately west of College Avenue and east of the Morton Street dead-end; in Google Maps:
