To whom it may concern, The following describes multiple code violations from Chandler Automotive that I noticed/experienced during the process of retrieving my towed car from their site. I have video/audio evidence of the violations, and I would prefer if someone reached out to me so I can submit these as proof. It will only allow me to upload images through this submission form. Thank you: BMC 4.32.140(b): Called the number at around 5:30pm to ask to retrieve car, employee stated that she will not be able to get my car until about 9:30/10pm. This is in violation of part 1 of section B, as well as violation of part 2 of section B, since this was well outside the sixty minutes. I recorded the phone call where the employee told me 10pm. Please reach out if you would like this evidence. BMC 4.32.140(f): The invoice, see attached, is not itemized correctly pursuant to the requirements of I.C. 24-14-5-1. The invoice is missing/incorrectly accounted for the following: - I.C. 24-14-5-1(4)(D) - No VIN number. - I.C. 24-14-5-1(4)(C) - No year. - I.C. 24-14-5-1(5) - License plate # is incorrect. - I.C. 24-14-5-1(C) - No explanation is given for the additional charges incurred, which is required here. BMC 4.32.130(a)(2) - The company attempted to charge me $185 for the tow. One $25 charge being a go jack fee, and the other being a dollies fee. Since a go jack fee is a special fee, the total for those should not be $50 according to the code, but a maximum of $25. They corrected this upon me providing them a copy of the code. However, I have audio recording of them attempting to charge me that amount, and being unable to explain these additional charges. BMC 4.32.120(a) - As stated above, the towing company failed to comply with applicable state law in the invoice. BMC 4.32.120(e) - The vehicle was not able to be claimed upon calling at 5:30pm on 4/18/2024. Please reach out for a copy of the evidence as I am not able to upload it here. These laws were created by the legislature with the intention to be construed strictly due to the stated purpose of this chapter being to protect the public from unconscionable practices (BMC 4.32.010). Please reach out to me if you have any additional questions. I plan on following up in fourteen (14) days if I have not heard back from the city on this matter by that time. Usually I'm don't usually complain about the police department as you all do amazing work around the city. But this morning had to be the most terrifying thing I've encountered. At about 6:45am I'm getting ready to take my dog out, and whenever I take her out before daylight I'm always aware of my surroundings, as I'm always afraid something is going to happen, and in this city you never know. I open the door to go out and noticed my dog is a little more anxious than usually. An out of the corner of my eye I notice this man in all black coming up from behind my house in my yard, and between my car and the neighbors fence doesn't say one word to me as noted it was dark out. Now at this point being in dark clothing and in my yard, I literally thought I was going to have a panic attack cause i had no idea who it was and hurried my dog back inside. Had literally no idea this dude was a police officer as he didn't say a word to me and on that side of the house you can't see his patrol car. So when I go back in and calm myself down, I look out the window towards the other side of my house and notice his patrol car. I don't mind the police being in my yard for whatever reason but at least they could of done was said something when I walked out. Is this standard for you to be in someones yard and not announce yourself? I dont know cause I'm not a police officer. But it would have been great to know as they literally scared me. The fence that was installed along the border of a vacated alley is excessively tall. Can someone come out to this location to assess the height of the fence and the shed that is even taller that was built right on the property line. This fence blocks light and is very tall from my side of the property. I have other photos of this fence from different angles, but can't upload them here due to the limit of one photo upload.

The East-West alley in this location is not accessible by neighbors. This alley has not been vacated, but is blocked on both sides by gates installed by the property owner at 910 N Madison. The gate on the east side is topped with barbed wire and makes the gate on the back of my property that used to be accessible to the alley, no longer usable. These gates also block any pedestrian traffic from walking from the Habitat neighborhood to Madison Street or connecting to the alley in the Maple Heights Neighborhood directly on the other side of Madison. The blocking of this un-vacated alley with locks, gates, and barbed wire makes it inaccessible and gives the impression that it is solely for the use as a driveway for the property owner at 910 N Madison Street. Alleys are essential connectors in traditional neighborhoods like this one for pedestrians, wildlife, as well as for neighbors to access the rear of their property. I would like to be able to access the rear of my property through the installed gate once again. I have photos that show the area I am referring to, but am not able to upload them due to the limit of one photo upload. This alley would also be convenient to many people as a connector for walking to the western side of Maple Heights Neighborhood, Tri-North Middle School, or the public Mills Pool, but it is instead blocked for public use. I would like to request that someone come out to view this site and the fences for compliance with the alley being not vacated and for the use of barbed wire.
