My apartment X32 has flooded 4x since April 2024, with the last time being on December 16, 2024. After the 3rd time it flooded on May 15, 2024, they informed me that a drain pipe was leaking directly into my apartment and placed a plastic pipe to extend the drainage. However, this was not a permanent fit and it flooded again. On December 17, 2024 I went into the leasing office and asked to relocated by the end of January. They stated they could not accommodate this and someone would reach out to me later in the week. No one did. I left a message on January 1st and they called me back on January 2nd. I informed my apartment that a mold test kit tested positive for mold in an air test of the bedroom as well as a swab test for under part of my living room and bedroom baseboards. I was informed mold was everywhere and in order to leave the unit I would have to find another tenant to sub lease it or pay 3 months rent for a buy out. I don't believe these conditions are safe for me in the long term and they are refusing to provide a permanent fix to the issue. Their current fix is to place another plastic drain pipe, which was only a fix from May to December.

Could you please ask the landlord at 402 E 1st Street to clean up the leaves in their front yard? Twice now, their leaves have blown onto my property at 404 E 1st Street. I had my yard cleaned before Thanksgiving and again today, December 14. As you can see from the photo, my property (on the left) is well-maintained, while 402 (on the right) is not. I would appreciate it if the landlord could take responsibility and maintain the property in a way that reflects good neighborly behavior.
FYI: I do not have trees on my front or side yards.
Thank you.
Sincerely,
Elida C. Behar

Subject: Complaint Regarding Property at 402 E 1st Street
Dear Bloomington Town Department,
I am writing to formally report an ongoing issue at the property located at 402 E 1st Street. Early this morning (December 6), while cleaning up trash that had blown into my yard, I noticed excessive garbage left in their backyard. The bags are torn open, and the mess has begun attracting animals; just last week, while I was traveling, several neighbors reported seeing a coyote in the area.
This property, which is a rental, has been a recurring source of disruption in our neighborhood. In addition to improper waste disposal, previous incidents have included:
• Smoking cannabis openly in the backyard.
• Loud parties continuing until 4:00 a.m.
• Unauthorized backyard fires without proper safety measures like a firepit.
• Failure to maintain the property, such as leaving fallen leaves uncollected.
I kindly request the town to investigate these concerns and take appropriate action to address the situation, ensuring the safety and well-being of our community.
If I must report my concerns to another department, please forward the infromation.
Thank you for your attention to this matter.

Over the past year and a half I have asked HAND and Sarge Rentals to remove the garbage cans from the tree row of the 600 block of University St. HAND finally tild me they were fining the rooming house at 624 S Fess. That did not help. I asked Sarge Rentals to remove the Rumpke trash and recycling bins once they switched over to Avas. They did not. Now the Avas bins are in the tree row along with the Rumpke ones and another waste basket (see picture). When I moved here 30 years ago I went to a city meeting to complain about the trash at the rooming house. The problem was remedied by placing a dumpster in the alley behind the building. That was replaced by the Rumpke bins. None of the residents nor Sarge move the bins from the tree row after trash is taken. No other homes on University St behave in this manner. PLEASE DO SOMETHING TO REMEDY THIS EYESORE!

My daughter and 3 of her friends live in close proximity to the house in the photo. I understand freedom of speech and expression, but they feel intimidated by the flag being displayed here. They are 3 girls living alone, they were already nervous with all of the sexual assaults either reported or un reported in Bloomington and specifically the IU Campus. Please address this and have the guys remove this flag.

I am requesting a Neighborhood Compliance Officer confirm there are only 3 unrelated adults living at this address. Owner of this property is Surariz LLC, C/O Michael Hensiger. This request is due to there being an unusual amount of parked cars in the northern half of this block. Average daily amount is 12 cars parked on both sides of the road.
