Dogs barking all the time on 13th street. The barking is at all hours of the day and it never stops. There are owners there that will call for them occasionally, but most of the time they don't stop it.

Citizen is TCI subscriber who receives most premium services. Says except for HBO, reception is usually bad - double images, not sharp quality, etc. TCI has come to check and told her the problem was with the "traps" they use but nothing could really be done. Feels she should be able to get a better picture for the cost of the premium channels. At the time, TCI was trying to improve the quality of picture.
Problem in the neighborhood regarding people parking cars on or across sidewalks and parking on yellow curbs. Why not allow citizens to write tickets?

Loud noise past hours.
We are having a landscape crew dig stumps in this area, but before we can start - it needs to be flagged and checked for underground utilities. I actually don’t have an address for these stumps. Is there anyway you can have the underground utilities checked in the red circle on the photo of the map below? Please let me know. The tenants of 501 E 7th St and 310 N Dunn St have had daily parties, morning and evening, for several weeks now that involve twenty+ people and loud music audible inside other apartments. Several noise complaints have been made with police each time it occurs, yet police have never actually showed up and the parties continue. They are in violation of Bloomington’s noise ordinance each time, but seemingly the police department refuses to enforce it.
