See case #188527. Garbage still piled up against house. Tenants do not seem to care about warnings or small fines. Can the fines be associated with their water bill so that it gets turned off if they do not pay?
Trash scattered all around out back (by the alley).
There is a campsite set up on W 3RD Street behind the convention center. in the photo you can see the tent with the convention center behind it. Across the street someone is camping in the doorway of the old Fox Motorcycles door way. There is trash strewn along the sidewalk. This makes it feel unsafe to walk on either side of Third Street between College and Madison. Because of the underpass the space feels constricted adding to the feeling of unease.

There are homeless encampments steadily increasing in number behind my house and those of my neighbors. There are now several in view of my windows. The amount of trash is staggering, including countless hypodermic needles. Trash is regularly set on fire by the residents of the encampments, producing noxious smoke that smells terrible and is surely not safe to breathe. The city needs to do something about these encampments. Open air drug use within feet of neighborhoods with young children should not be tolerated. I've been a resident of Bloomington for a decade and I'm strongly considering moving out of town due to the city's inability to address this issue. Please do something.
4-5 homeless camps on B-line
Encampment with hostile people living in filth. Defecating and urinating. Just south of dog park. Do something. We spent millions on this park, it is being misused and abused. DO SOMETHING!!!
Homeless camp trash in a large area. Will the City have the owner clean it up
Refer to cases #186916, #188213, and #188214. Someone ended up putting a rubber stopper in the hole at the base of the dumpster, which temporarily prevented the rats from entering it. However, rubber is a delicacy for rats (which it seems garbage-oriented people should well know) and it was soon devoured. Now the problem is back full-force, with rats running in and out of the dumpster and scurrying around the parking lot. The drain-hole is threaded on the inside, implying that the manufacturer of the dumpster had in mind (and likely supplies) a metal screw-type insert that will be rat-proof. Please ask the company to install the correct type of fitting so that this problem is permanently fixed.
