I explained the trash program to him and stated that we would go ahead and pick the bags up this time but that he would need to use trash stickers from now on.

The neighbor states that there is approximately 3 pickup loads of trash in the backyard. There are several car/truck tires in the back. The resident is always working on cars/trucks and when the wind blows the gas fumes come into the neighbor's house. The backyard is almost like a junkyard.
