Concern Regarding Unusual Activity and Property Conditions Next to My Business Dear City Official, Good Morning, I am reaching out to express my concern about some recent developments at the property located next to my business at 811 N Walnut St. Since new residents moved in, there has been a noticeable increase in unusual activity that is negatively impacting the appearance and environment around my business. Specifically, the residents have been leaving trash overflowing into the alley, some of which is spilling over onto my property. This not only creates a messy and unsanitary environment but also makes a poor impression on my clients as they arrive at my business. Additionally, there are two cars at the property: one that does not appear to be running and another that is frequently being worked on. There are also cars frequently pulling up in the alley, where individuals from the house briefly interact with the vehicles before returning inside. The overall condition of the property and the ongoing activity is concerning, and I would appreciate your assistance in addressing this issue. As a business owner, it is important to me that the surrounding environment reflects positively on the area, and I believe this situation is detracting from that. Why was feedback on the mural at 11th & rogers only asked for with simply one design submitted? And to that point, why was feedback submitted not taken? Public sees absolutely no changes to the proposed design and leaves us feeling the same way when the gateway was decided unilaterally at miller park. At least in that instance council stepped in to halt the design. Is the artwork at hopewell going to be treated the same way? Public feedback submitted but has no impact on actual result for our neighborhoods and city? Disappointing.

Someone cut the majority of the Ukraine flag down off our building. They had to have had scissors and some kind of a ladder to do it, so it wouldn't have been a spur of the moment thing. Not expecting the city to do anything; just wanted to let you know in case there were other incidences of vandalism that might be similar and help in identifying a person or pattern. Thanks!

On most Saturdays, corresponding with the Bton Farmers Mkt, I've seen MuddyFork farm selling food at the corner of 7th and the Bline. This is hippocritical at best given their opposition to participating in the Market in past years, yet they are clearly profiting from market traffic while other farmers rent their space. But i wonder if it is also in violation of permitting for businesses, specifically locating mobile food vending that close to a public event, a crosswalk (there was a line going into the street and bline), and on what could be private property (not sure if they have a permission to be there). This seems very unfair to farmers and the city and could actually be unsafe. Hope you can look into it. Thank you,

After reading about the variance denied to the property owner, Randy Lloyd, I couldn’t help but think about the current use of the site at or about 113 E Kirkwood. This property sits in an overlay that does not permit surface parking. I can’t find any use in the UDO where parking is allowed when not attached to a structure, and I specifically remember a number of discussions regarding this issue. In particular the Methodist Church’s desire to convert the footprint of the old post office to surface parking. I believe that had to turn it into green space. I also have concerns that this lot is 100% impervious. 20.4.20 I just don’t see how this use satisfies the spirit of the Comprehensive Plan, the existing UDO, or is consistent w previous use determinations. Further, the owner expanded the parking from what was there pre-demolition of the 4th street garage without any public review. Finally, I doubt this parcel meets the requirements of 18.12.10. How would BFD access or service a car fire on this parcel? It’s too narrow to get truck in there and difficult to service from the alley. This use may have been over looked during the demolition and reconstruction of the 4th street garage, even though parking was not really needed downtown during the pandemic, however, it’s time for enforcement against this parcel and other nonconforming uses.

Can someone please look into the businesses that are operating out of 629 N. Fairview? Red Tire Taxi received a Rapid Response Fund loan of $12,000 in 2020 for being in the Bloomington Urban Enterprise Zone. I am in my third year of almost daily walking past that building at a wide variety of hours and have only seen a vehicle with a Red Tire Taxi sticker on it once and that was in the summer of 2019. There are two different tow truck company trucks in and out and the majority of the vehicles in their two lots are in some state of serious disrepair. The same vehicles with missing windows are there from when I first moved into this neighborhood in 2019. Is this a junk yard? If it is a junkyard, is there ordinance language around having fences around them? There are vehicles parked on grass in the back as well. If you look up the business registration for that address there is only one business listed and that is called Bloomington Extreme Auto (which is also the business used to perform the safety inspection on Red Tire Taxi's vehicles for the business license), and they were administratively dissolved in 2018. It is an unpleasant area to have a part of daily life, and seems illegitimate in at least one way, if not more. Please look into it. Thank you.
