Timing of turn signal from westbound lane to south College Mall
Left/passing lane green light was out on my way to work this morning, ~8:20am
Left turn lanes from Westbound 3rd street onto Southbound College Mall Road. When turning left onto Southbound College Mall Road, traffic often gets stuck blocking Eastbound 3rd Street traffic because the light at the entrance to Eastland Plaza turns red. Cars turning left at the green arrow end up stuck in the intersection even if they turn when the arrow is green.
While driving home the last two nights (after midnight, I noticed the lights at the intersection of N. College and the 46 Bypass were on their regular daytime timing pattern and not set to change on demand. Has that been changed (hope not) or is it broken?
Lights have been updated with sensors but the light from Curry Pike to 46 is green for much too long now. This causes a long backup in the turn lane from 46 W onto Curry Pike.

To turn right off Kimble onto West 3rd Street going west you sit through at least 7 traffic lights. Cars continue through intersection going west and you cannot pull onto 3rd Street when u have the right away from other vehicles blocking intersection illegally. the lights are not timed correctly and it is a major problem
pedestrian signal is mistimed in both directions. very short period for walking followed by 30+ seconds of don't walk BEFORE light on Atwater turns green; this is a major pedestrian crossing and pedestrian is strongly incentivized to ignore don't walk signal rather than waste time standing at corner
The traffic signals at 3rd & Bypass / College Mall Rd could use some reprogramming. Westbound traffic turning south onto College Mall gets backed up at the signal just to the south, to the extent that vehicles are blocking the intersection waiting to turn left on red. Today it was bad enough that eastbound traffic was unable to proceed through an entire cycle. Not one single vehicle got through. Also, some vehicles clearly enter on yellow (or even on red) to turn left, even though the driver can easily see that he will be unable to proceed through the intersection before the signal goes red. A camera to catch such violations would be great.
