Other: Left turn lanes from Westbound 3rd street onto Southbound College Mall Road. When turning left onto Southbound College Mall Road, traffic often gets stuck blocking Eastbound 3rd Street traffic because the light at the entrance to Eastland Plaza turns red. Cars turning left at the green arrow end up stuck in the intersection even if they turn when the arrow is green.
