A water pipe is draining onto the sidewalk, causing a frozen pond .

There appears to be a broken water main because water has been rising to the surface on my property the past 5 days. My front north sidewalk (photo attached), east sidewalk, and south concrete garage floor have been soaked for the past 5 days. My basement is dry and no pipes are leaking in my house. High St near Woodstock, water running onto the sidewalk for days, no rain

At the dead-end of 13th Street where it does not connect with Madison Street, there appears to be no drainage route for water to leave. During rain, it ponds, blocking the sidewalk and the road. The pond remains well after the rain stops. Can some provision for drainage be provided?

This property collects water in its basement, owner disposes of water by running a hose tube, to the property line, which causes soil erosion, utility pole erosion, and water on public sidewalk.
