The issue occured in Winslow Woods Creek during native habitat restoration in the creek running north to south between Aug 3, 2023 and Aug 4, 2023. The Urban Greenspace volunteer Weed Wrangle team were working in a dry creek on Thursday Aug 3 pulling Japanese stiltgrass between 8am to 10am. On our return Friday morning Aug 4, 8am to 10am, we found the creek saturated, pools of water in some areas, our pulled weeds banked in small dams, all indicating a flood had occurred during the 24 hour period. It did not rain during this period. I called CBU 812 339 1444, on Aug 4, at 1:44pm, to ask if a water main had been discharged during the time in question. No one has returned my call. Dear Madam/Sir, We are writing to report an ongoing and hazardous issue concerning the creek that runs behind our properties (3020 S Stratford Dr and 1920 E Wexlex Rd). After moderate to heavy rainfall, the creek's bank becomes overwhelmed by the increased water flow, resulting in flooding of our yards and water surrounding the residence at 3020 Stratford Dr. Our observations indicate that this flooding is primarily caused by erosion along the creek's eastern basin, located on public land 'above' and 'behind' our properties. The severity of the flooding is evident as approximately 2-3 inches of water accumulates around the house, enters the crawl space, and covers utility equipment such as the electric manhole and bollards. The water takes several hours to recede, during which time the electric manhole remains submerged. We have already notified Duke Energy about this issue, given its potential electrical hazards. As new tenants, we have identified this critical problem that was somehow overlooked by previous residents. While we can only attach a single image to this message and all incidents have taken place at night since our move, we are ready and willing to assist your team in identifying the eroded section of the creek bank, provide on-site explanations and further images if needed. We respectfully request your guidance on addressing this matter and your assistance in coordinating with Duke Energy, if required, to urgently resolve this situation. Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. The home we bought 2 years ago has flood damage and serious drainage issue that I can't not get under control. There is stormwater runoff that has been coming from (5) different neighboring properties and especially the one huge lot at 2130 Shan Crest Hill 46239. When there is a rainstorm not only does or crawl space completely fill up but our yard on the South, East, and west sides become quickly flooded like a lake. there is a 12" culvert drain pipe that runs east to west on the South side that run right next to the road Raymond Street that should be able to accept my neighbors & our ground water but the 12" easement drain pipe is roughly 13" higher win elevation than the area in the rear of my home where all of their ground water collects so it just fills up and resides under our homes foundation. My wife and I have tried everything bought and burnt out several 1, 2. and 3 HP water pumps with no luck. there is just way, WAY to much water. We are becoming very worried about the possibility's of permanent foundation damage, mold, and our home becoming condemned. Every contractor at least (9) or (10) decline getting involved engineers as well. we are at the end of our rope sorta speak.... I Just had a survey done along with a TOPO survey as well , I can send both to you if it would help. Please any help at all would be greatly appreciated... Requesting an update on case #171056. Our storm water inlets are undersized and unable to handle the water flow coming to these inlets. During heavy rains these inlets clog just like last night 4/8/2020 photo attached. Much appreciate the update on this project to bring the storm water system on our road up to date.

I live at 1202 E. Elliston Drive (green house pictured). Elliston Dr, at the northwest corner of our lot, pools with a large volume of storm water after even a little rainfall, and it does not drain we have to wait for it to evaporate. I know it's probably an undertaking but is there any way the city can fix this? Overall the corner is a high elevation but there's a shallow pool there as you can see, and no storm drain. Could a storm line be ran down to another location so it can drain away and stop causing problems with the curb basically eroding away?

Water and debris continuously builds up on the west side of the street. The road slopes to the west side and there are no nearby stormwater drains. The closest drain is 1/2 block north on the opposite side of the street. This picture is directly in front of my house. The pavement at this site erodes due to all the standing water and debris and requires consistent patching. I have lived at this address for 16 years and this has been an ongoing problem. I have concerns this will only get worse as there is a new bus route starting in August which will be using this stretch of the road several times a day. I am told the road is to be resurfaced this summer however, without a proper drain system in place this will not resolve the problem. Thank you for your attention to this matter.

At the tree line behind my house and garage, there has been inches of water standing since around Thursday or Friday. I have lived here for 30 years and have never seen the water standing like this. I believe something has happened at the house behind the trees and draining down into my yard. The house had had issues of the homeless in and out of there and I am deeply concerned about the damage to my, and my neighbor's yards. Please advise
