Dear Madam/Sir, We are writing to report an ongoing and hazardous issue concerning the creek that runs behind our properties (3020 S Stratford Dr and 1920 E Wexlex Rd). After moderate to heavy rainfall, the creek's bank becomes overwhelmed by the increased water flow, resulting in flooding of our yards and water surrounding the residence at 3020 Stratford Dr. Our observations indicate that this flooding is primarily caused by erosion along the creek's eastern basin, located on public land 'above' and 'behind' our properties. The severity of the flooding is evident as approximately 2-3 inches of water accumulates around the house, enters the crawl space, and covers utility equipment such as the electric manhole and bollards. The water takes several hours to recede, during which time the electric manhole remains submerged. We have already notified Duke Energy about this issue, given its potential electrical hazards. As new tenants, we have identified this critical problem that was somehow overlooked by previous residents. While we can only attach a single image to this message and all incidents have taken place at night since our move, we are ready and willing to assist your team in identifying the eroded section of the creek bank, provide on-site explanations and further images if needed. We respectfully request your guidance on addressing this matter and your assistance in coordinating with Duke Energy, if required, to urgently resolve this situation. Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. Last week I had city utility workers digging holes in my yard looking for what they think might be a water main leak. I think there might be an underground stream. They patched my yard and laid straw, I now have after this weeks storm several large holes in my yard, some large enough to lose a medium size dog in. HELP!!! Water runoff is still an issue. I have reported this before and it is causing damage to my yard and basement. This area really needs a sidewalk or curb with storm drains.

Good Morning, I called on Saturday night and spoke to someone, did not get their name, via the emergency number. He recommended I contact CBU on monday but I did not get to it until this morning. Situation is this: 6:15pm - My son and friend are playing near the creek/drainage ditch between Elliston Drive and E Dunstan. All of a sudden a big wash of water comes running down the ditch and proceeded to run for about 2 hours. Could be 3-6" deep roughly, best estimate. I called in and gentleman I spoke with asked that I take a video, which I did and can provide. I traced it back to a culvert outlet which was coming from Allendale. Looked in the inlets on Allendale and could see water was coming from the north and S. Dunstan. I walked up and could see evidence of water dripping from a truck (similar to the drips off the garbage truck). The drip path got bigger and wider until I saw water spill surrounding the top of a manhole in the middle of S. Dunstan at the dead end. I did also notice that there is a storm pond that was half full of water in the Acadia Court apartments. I do not recall enough recent rain to have filled that pond but it looked almost recently drained but hard to say. That's the story. I wanted to report because it seemed an odd time and weather for this to be happening. The water seemed odorless and in hindsight I wish I had got a sample. There may still be some pools with water if you want to investigate. The attached map shows the rough path and the smaller circle to the north is the manhole and the larger the detention pond behind the apartments. The smaller circle to the south is the culvert pipe outlet.

At 900 W Kirkwood Ave, in front of the gates at our company, there seems to be a continuous pooling/running of water right at the sidewalk. It runs into the road and then east on the street. With colder weather coming, our concern is it freezing and causing more problems.
