A storm drain is located on Plymouth Road by the northeast point of my property. (It is directly across from the fire hydrant at Beacon and Plymouth.) The water from the drain runs underground on the north side of my house, then empties at the back by the railroad. The water then runs south over the open ground. During heavy rains, a creek forms and the stormwater overflows the small natural runoff channel, flooding into my yard. On Memorial Day weekend, I noticed that a small "sinkhole", maybe three feet wide, had formed near the back of my driveway. Also, when the last contractor installed cables, they dug a trench through our backyards and that trench is getting deeper, too. Where the storm drain empties at the back of the lot, there is a very large hole due to erosion. I am concerned that there is a problem with the infrastructure which is affecting my property. Severe erosion issues from tree removal and other excavation work in backyard without proper erosion control measures put in place or inspected. Flood plain below the property is becoming badly silted on city of Bloomington property adjoining Jackson Creek. Site grading in the area appears to be completed, but erosion issues persist.

There is a stormwater drainage ditch at the corner of 11th and Illinois that is filled with stagnant water. Not sure if it belongs to the city or C&S, but either way it is ideal breeding ground for mosquitoes. I can’t tell if it is tied into city stormwater drains and simply clogged, or if it was never connected at all. Would be great if someone could investigate and maybe do a mosquito larvae dip. Thanks!

Location: 1212 S High St (High & Covenanter) Notes: The stormwater conveyance is public, and the wall is in the ROW. Homeowner came to CBU with the following complaint & request: The stone retaining wall next to the ditchline is deteriorating; this is the 2nd failure in the wall due to drainage problems.  Homeowner states that the ditch is in poor condition, not flowing properly, and full of "mud piles", etc which is causing erosion below the wall. He is requesting a call to schedule a time to meet onsite to show staff what is happening and determine what can be done about it. If he is not available by phone, he requests that we knock on the door upon arrival so they are aware of our visit and will walk the site with us. I notified him that most of our staff is currently out of the office, but someone should be able to meet with him on Friday. (He agreed to this potential timeframe.)

The drainage ditch behind our property and to the east was never properly engineered to handle all the water from rains and multiple neighborhoods.It overflows and leaves properties too wet to mow for weeks as well as the trees standing in the water are dying and falling which is a dangerous situation for the neighborhood. This standing water is a health and safety hazard as a breeding ground for mosquitoes.And it can not be mowed properly .The neighborhood applied for a grant last year but it was denied.It has been dug out a few years ago by the city but without proper method used to apply rock to maintain the ditch open the problem just re occurs with it growing over and does not stay open to handle the water and it floods again .
