My name is Jillian Rich and I am a business owner along SR 46 / E 3rd St in Bloomington, Indiana. This is a request for a new sidewalk. I have requested this from INDOT multiple times over the past several years with no result. INDOT has told me that the city could fund a sidewalk at this location so I am reaching out to make that request. This is the sidewalk gap on the north side of SR 46 / E 3rd St in Bloomington between Smith and Park Ridge Rd. My business happens to be located along a section of the roadway with no sidewalk on my side of the road. As far as I can tell, this is the only missing sidewalk along the entire section of SR 46 in Bloomington. My business is located in an urban area along this busy roadway, and the lack of sidewalk at this location presents serious safety concerns. Myself, my staff members, and my clients are forced to walk either in the bike lane, the drainage gutter, or the grass along the road. Because my business works with dogs, we are often walking dogs along the road. Some of the neighbors get upset when we walk in state right of way adjacent to their properties, so we are forced into the busy roadway. I have a fully blind staff member with a guide dog, and because of this lack of sidewalk, they are cut off from being able to walk the dogs in this area and unable to perform as many tasks as they are capable of. Often, we try to avoid walking by driving the dogs down to where there is sidewalk, but this is not always practical or worth the time. This is a very short section of missing sidewalk and would be well worth the cost to complete, and would benefit not only my business but the rest of the community greatly. Please consider prioritizing this location for a sidewalk and finishing up the final missing piece along E 3rd St / SR 46 in Bloomington. This is desperately needed. Thank you for the consideration.

I usually exercise in the mornings, very early. There's a short stretch of less than 100 meters without a sidewalk that connects S Walnut St with E Rhoher St. Even with flashlights and walking against traffic, the traffic at that time is extremely dangerous and fast. It would be a great advantage to have a sidewalk so I could exercise peacefully or walk to buy food without risking the safety of everyone else in the area.

North of the Constitution a long Liberty Drive there is only a sidewalk on the east side of the street, and the BMV is where the last crosswalk is. Pedestrians are expected to only need to access the east side of the street where the car dealerships are, but have no sidewalk or crosswalks to get to services such as IU Health, the dentist, or Goodwill where many low-income people shop and work. To cross the street from Menards to go to Goodwill, cars are not expected to slow down or stop for crossing pedestrians without any markers and there is a bend in the road there. You could walk along the grass, but the terrain is uneven and would be dangerous if there was mud or snow, and anytime after dark, and it stays dark in the morning and gets dark early in the evening during winter. I truly believe that the west side of the street needs a sidewalk north of Constitution and the last bus stop, and there needs to be crosswalks on Liberty between Constitution and West 3rd Street north of the last bus stop. If there were a sidewalk on the west side of Liberty, bus riders could choose getting off the bus near Kroger and walk the length of the sidewalk or use crosswalks, or get off the bus where Liberty meets Constitution and walk. Between S Rogers Street and the Clear Creek trail, there is no sidewalk. This is a short distance that crosses over Clear Creek. A sidewalk on either side of the bridge that extends from the west side of S Rogers Street to the trail would be great, safer for pedestrians to access the trail from this point.

There is no sidewalk to link the housing area (West Pointe Edition, Bloomington Apts, etc) to the business area (Buffalo Wild Wings, Subway, health complex. Many people will walk in the street but the road is covered and not lit so it can be dangerous for pedestrians. Especially at night.

Looking to see if a new sidewalk could be built between Adams street and Bloomfield Road. There are already sidewalks up to the intersection of Adams and Allen Street extending a little beyond (in front of the Bloom apartment complex). An extension of this sidewalk to Bloomfield road would connect all residents in this area to other sidewalks in Bloomington.

Dave Askins B Square covered the topic of grinding sidewalks as a less expensive oprion to pouring new concrete. Here's a suggestion: try to find why my ~30+sidewalk (806 S. Park Ave) is almost the only one that hasn't needed repair of any kind. The weak points are the seems at each end. Mine was done as part of the program that allowed residents to get on a waitlist and then pay only for materials (work done by the City I think). Part of the reason may be that the seams and the curbs seem to be just scored lines, i e. aesthetic rather than functional. Whatever the reason it might be worth finding out.
