I have live at Acadia Court Apts and have difficulty walking. There have been two construction cones blocking the sidewalk and uneven particle board covering the walk making it difficult for me to leave my apartment and get to my car in the parking lot without falling down. This house has two driveways: one on E 2nd St, on one with a garage in Anita. There is no reason that car should be allowed to park in a way that blocks sidewalk for pedestrians on 2nd Street, forcing them to walk into the busy street to walk around the car.

The sidewalk on 1st Street (btw College & Walnut) in front of Rally's is blocked with snow. I just helped a person in a wheelchair get unstuck from the mud next to the sidewalk. They had to go off the sidewalk since it was blocked.
