Im.very concerned about living at Governor Park Apartments. There is it designated smoking area right next to the building that is going into the windows in that cigarette smoke including marijuana it is technically 8 ft away from an exit but not 25 feet away from Windows and bits. I have contacted numerous people about this including hand, Aubrey through report. She said that it could be against code but they have to see it in person the thing is is that if you come here there's not one time where there is not some sort of incident or somebody's passed out at the smoking Circle and if you came and saw you would see that the cans that are used are not proper cans with trash in them and we are lightning and starting fires because people are not extinguishing them out and I really want somebody official to come and look at this problem all you have to be and look at even if somebody is not out there smoking which they're always is is the fact that how close the smoking area is to the building and how it's coming into the windows I know that this is again but may concern is the fire department just came tonight because a guy was passed out drunk one of the tenants and he was smoking a cigarette he's already started one fire. I have wrote numerous complaints to Many concern letters i have documented to my Lordlord and have it documented and nothing gets resolved. Its only getting worse.. I know or a fact that the smoking area at Governor Park Apartments is still on the property even though the claim that it is not the tens being used have no lids cigarette butts are not being extinguished out people are putting paper trash in it therefore starting fires accidentally. When it rains the cigarettes overflow and go everywhere not to mention when it's windy the can will knock over go everywhere including a lit cigarette which that area is right next to a field. It won't let me attach multiple pictures but zi have documenting of a small fire and the can smoldering.please help me. The fire department isn't helping..

I spoke with a Brittany but before I could respond she closed the case number. Dear Audrey Brittingham, Thank you for your response regarding Case #209518. I would like to request that someone visit the site to inspect the designated smoking area and the cigarette disposal containers. Because the apartment complex has established a permanent smoking area immediately outside this non-smoking building, violations are constant and can be observed at any time. The police have responded to this location multiple times due to fires caused by smoking. They informed me that this is a government or HAND (Housing and Neighborhood Development) issue; however, each time I report it, I am referred to a different department. Is it possible for a representative to see this firsthand without me calling the non-emergency line? Additionally, would the Health Department be able to assist, or is there another official who can verify the proximity of this smoking circle to the building? I have numerous photos available to provide as proof if needed. I look forward to your guidance on who can specifically address this ongoing safety concern. Best regards, Jessica Hanna

Fire Hazards

918 N Lindbergh DR

Case Date:
3/7/2026

I am filing this report to provide supplemental, formal documentation of ongoing health and safety hazards coming from the unit at 918 N Lindbergh Dr. I want to state that the Bloomington Housing Authority (BHA) usually does a good job, and I appreciate their efforts. I have already spoken with them and they are investigating. However, I understand the process can take time. Since these problems have been ongoing for approximately one month, I am formally documenting these issues to ensure the City has a record of the situation while it is being addressed. 1. Violation of No-Smoking Policy and Fire/Explosion Risk: As this is a government-regulated building, the lease strictly prohibits smoking inside. Per policy, any smoking must occur at least 25 feet away from the building/doors. For about a month, there has been a persistent cycle of smoking tobacco and other combustible materials occurring within downstairs units, primarily originating from Unit 918 and potentially other units downstairs. This occurs in a unit where medical oxygen tanks are present, representing a significant fire and explosion risk to all residents. 2. Severe Health Impact & Insomnia: Heavy tobacco and non-tobacco odors originate from the downstairs area and float up into the upstairs apartments, causing chronic insomnia and physical distress, including dry mouth, dry throat, coughing, and dry heaving at night. This environment is impacting the health of neighboring residents including those with established medical accommodations who are experiencing nausea and a loss of appetite. I am providing this record specifically to protect myself and my neighbors from being unfairly held liable for property odors, fines for cigarette butts, or damage originating from the downstairs units. 3. Property Maintenance and Sanitation: Despite my efforts to regularly clean up cigarette ashes and butts to maintain the area, they reappear daily and are now becoming soggy in the ground. When I politely asked the residents to stop leaving cigarette butts and ashes on my doormat, they claimed they "could do nothing about the wind," showing a total disregard for the property's cleanliness and my personal entryway. 4. Safety, Harassment, and Guest Conduct: I have attempted to resolve this in a neighborly way. When I asked the individuals to please move outside and then to please move away from my door, they immediately began shouting and using extreme verbal hostility and gendered slurs. During this confrontation, I was told that I "had no rights," that the area was "public property where people could do whatever they wanted," and was told to "call the cops then" as they stood less than 5 ft from my door on the patio. The resident of Unit 918 was present and stated he had no control over his guests' behavior while they were shouting at me. Because the resident refuses to take responsibility for the conduct of his visitors and the environment has become verbally abusive, I no longer feel safe having any direct contact with that unit. Purpose of Report: This statement is for formal record-keeping. I want to ensure the City has a documented history of these environmental, safety, and harassment concerns to protect the health and lease standing of all neighboring residents. I appreciate the BHA’s ongoing work and submit this to support a safe, compliant living environment.
