There is a pile of five overturned scooters right in the middle of the sidewalk. Grant street right outside the library. Are pedestrians expected to clean this up?

The "dismount zones" are not working. They never did work, and now the scooters are an even bigger hazard. I see people riding them on the sidewalks around the square every day. If riders can't be bothered to care on their own, maybe we need some enforcement personnel out there to make them care. If we can have parking meter patrols, then surely we can have sidewalk patrols with authority to issue citations.

The scooter is still on the corner of 3rd Street and Meadowbrook, blocking the handicapped-accessible sidewalk ramp. This issue will eventually lead to an accident. Please immediately remove this nuisance from the sidewalk accessibility ramp. I went outside at 5:09 PM and took the picture uploaded here.
A Lime e-bike has been parked on the sidewalk since the Labor Day weekend (Saturday). Can the neighbors and I bring it somewhere so it is no longer a hazard? To Switchyard Park? Also, what is the town of Bloomington's law regarding how long these rented vehicles can remain abandoned on a public sidewalk? And if a pedestrian is injured by this e-bike while blocking the sidewalk, would the law go after the town of Bloomington, the entity that has legalized this type of vehicle's use? Previously, there was an e-bike on my neighbor's front lawn for six weeks. My neighbor should be given a form of payment for use/rental of the front lawn for the vehicle's storage. ELIDA C. When trash and recycling is picked up on my street (S. Washington), sanitation employees throw the empty cans and bins back down, which is both very loud early in the morning and had resulted in damage to my trash cans and bins. Monday mornings, the sidewalks of S. Washington are strewn with the cans and bins that have been tossed (rather than set) back on the sidewalk.

Big hole near the sidewalk at the intersection of E Third and Woodscrest, the south-east corner.
Large pothole has developed right next to sidewalk. It's making parking very difficult: it's a good 3-4 inches deep (several layers of road surface have some away) and about 5 square feet around.
