I would like to request that a turn signal be added to the traffic lights at the 3rd Street and Woodscrest intersection for drivers on 3rd Street coming from the East who wish to turn South onto Woodscrest. There is already a turn signal on Woodscrest for drivers who are driving North and turn West onto 3rd Street, and that turn signal is extremely helpful. However, there is no turn signal on 3rd Street for people who wish to turn left onto Woodscrest after coming from the East, and as a result, the turn is very difficult and often even unsafe to make. Often times, drivers never have a chance to make a left turn while the light is green due to the often high traffic on 3rd street, and so the drivers are able to turn only when the light turns yellow. Adding a turn signal there would undoubtedly increase the safety for everyone at that intersection. Many of the other intersections on 3rd Street have traffic lights with left turn signals, even for both the East and West directions, and I don't think that the 3rd Street and Woodscrest intersection should continue to lack a turn signal for drivers turning left onto Woodscrest. The intersection at north 10th, Smith road, and Russell road is one of the most dangerous in Bloomington. I believe there needs to be a traffic light there to allow people to turn from Smith Road. It's almost impossible for drivers coming off Smith Road to turn either right or left onto 10th or Russell, especially during rush hour traffic. Visibility is poor because 10th street curves in unusual ways at that intersection, and none of the two-way traffic wants to yield. Bus traffic from 10th Street compounds the problem. "Head start" for pedestrians. Use the NYC trick, give walkers a 7 second head start before turning the light green. This intersection, the one on the bypass and 10th, and the Kirkwood Walnut crosswalk are just 3 places drivers ignore pedestrians as they only look at cars so they can make right turns. Please. They're going to run us over. Look at Saturdays NYtimes.

Three wks ago I reported to HAND trash all around Elkins Apts. Problem still not resolved: blowing party trash, beer cans, etc. in front; blowing trash from trash receptacles in back, around parking lots. A real neighborhood eyesore.
