As a home owner on old 37 N whose property’s easement is being used for the new line, I have some questions. The work has torn up an existing asphalt sidewalk that runs from marlin to the first house on Old 37 N along with a retaining wall in front of my house, my property sits down form the road. Water is flowing down the sidewalk for no obvious reason on the north side of East Third just east of Clark St. It's near a maintenance hole cover (under which I can hear water running). No recent rain, and the snow all melted days ago.
