I have lived on this street (S Palmer Avenue between Hillside and Grimes) for going on nine years now, and myself and my neighbors are concerned with the speed many non-residential drivers use on this span of Palmer. The majority of drivers maintain a speed far too fast down our street. This is especially troubling because half of our street has not sidewalks and many Bryan Park residents use the street as a walking path. I would like to request either a speed-monitoring study or the installation of traffic-slowing measures on this stretch of Palmer.

I am requesting that a speed bump and a flashing speed indicator be installed in a location along W Woodlawn Ave, somewhere between S Weatherstone Ln and E Wilson St. The speed limit on S Woodlawn Ave is 25 MPH, but the average vehicle's speed in front of my approximate address is closer to 45 MPH, with many vehicles regularly reaching speeds over 60 MPH and even 80 MPH at least daily. The reason why the speed limit is 25 MPH on S Woodlawn Ave is because of its proximity to Indiana University foot and bike commuters, Bryan Park, the Bryan Park Pool, a bus stop, and Union Elementary School. In addition to these elements, S Woodlawn Ave is also hilly which contributes to dangers associated with limited lines of sight between vehicles and pedestrians. Being a thoroughfare between Hillside Ave and streets north of it, traffic naturally flows faster than 25 MPH especially with the only stop sign between 1st St and Hillside Ave being at Sheridan Ave. Drivers frequently “floor” their vehicles through S Woodlawn Ave, and the police speed enforcement seems to never pull anyone over for speeding. For the above reasons, the current traffic pattern on S Woodlawn Ave is incompatible with its intended use. Installing a speed bump and a flashing speed indicator (for both northbound and southbound traffic) will hopefully greatly reduce thoroughfare excessive speeds. I am worried that this is a formula for someone to get hurt and it is only a matter of time unless the City does something about this. Please at least conduct a traffic study. Bushes and trees are overgrown, unable to see around corner- I drive this route 2 times a day, repeatedly I nearly have an accident because you cannot see around the corner. Also, road sign is blocked by bushes and trees.

Anyone wishing to walk the full length of Smith is forced to cross the road at least once, more depending on starting location. The road is fast (despite the speed limit), with no pedestrian crossings, and several blind summits
Blocked Sidewalk

The map is showing this incorrect - it is the light blue house (https://www.realtor.com/realestateandhomes-detail/1163-S-Weatherstone-Ln_Bloomington_IN_47401_M41122-50728), not the tan house. There are 5-6 cars parked at this house most of the time and they park blocking the sidewalk. This house is an airbnb home. We are a residential community, thus there should only be 3 people or 1 family living in this home.

I've been talking to several residents of Sunny Slopes who have children who play outside. We have been having many issues with cars speeding down this road, and around the curves. We believe it would be very beneficial to get a few speed bumps through this area, and would be grateful if you'd take this into consideration. Thank you.

A lot of random junk, trash, and rundown vehicles scattered through driveway, lawn and side of property. There are also many piles of feces scattered through the lawn, contributing to the health concern of the unnecessary build up of trash and junk. Stray cats appear to be living in the junk and vehicles. Trash blows from this yard into neighboring properties and all of the junk creates a massive eyesore for surrounding homeowners. It appears the property owner also stores a trailer and additional vehicle in the street due to the inability to fit any more vehicles into the driveway. The negligence of this homeowner is creating an unhealthy and ugly problem for the entire neighborhood. Something needs to be done about this immediately.

Biking & Walking

Heading west has one going up a steep hill, so sometimes I'm only going 8-10mph. Routinely do drivers pass me on my bike at dangerously close range. They also have on multiple occasions threatened me, verbally harassed me, and driven recklessly on this stretch. Street space is limited, so I would suggest yellow flex posts in the middle of the street to prevent reckless passing and so bikes can take the lane.

Large bush growing in the chain link fence between sidewalk and Carlisle property is blocking the sight line for drivers stopped at the Weatherstone stop sign for turn onto Woodlawn, cannot see oncoming traffic as it comes over the hill between Grimes and Weatherstone. Please see if that bush could be cut back or removed.
