the issue is the begging for money on the side of the road. Your ayyempt to curb this distraction to traffic by putting up a few signs that say " no loitering panhandeling or soliciting" well a good attempt, i feel has missed the mark. Any signage should be aimed at the motorists that get a feeling of guilt,offer money, perpetuating this roadside begging. Seminary park area is, as always, full of Trash and abandoned personal possessions. Trash is being blown everywhere in the area including several retail areas. Some of the retail areas are abandoned or vacant. Regardless these retailers should not be accountable to pick all this trash up since the city cannot take care of the problem! There are also several homeless in the area with stolen shopping carts. Police need to intervene and return the stolen items to the owners. I continue to not understand why the city doesn’t take action or laws/rules in violation!!!!
