At 3 AM of Wednesday, August 8, 2020 on the morning of trash pickup day at 1412 S. Winfield Rd., 47401, my wife was up watching a recorded news program when a crash was heard from the bottom of our driveway where the cans awaited pickup. The bang was followed by a loud dragging sound. She walked to the bottom of the drive and found the landscaping can in the recycling can were gone.
She woke me and we searched for the cans until we found them three doors south on the Boulevard of the Southwest corner of the Moores Pike roundabout.
At first I thought at 3 AM, it must've been a drunk. However, the more I thought about it, the more unlikely I thought it would be that a drunk would be able to retain the cans for 50 yards.
Retaining the cans brings me to the question which I thought worth sharing with the city. I cannot think of any way to carry the cans that far without damaging one's vehicle other than the way the city does it – hooking a lifter up under the bar built-into the can.
If a prankster is trying to develop a "trick-or-treat… Throw your garbage in the streets" system, the potential chaos it could create for the city sanitation system seems to me to be huge and I would recommend that the city proactively try to answer the following questions.
1.) Have any of the lifting mechanisms used by the city trucks ever disappeared?
2.) Since this system is presumably used throughout the country, can such a lifter be bought online?
3.) Are there any YouTube videos about how to make a lifter that someone could have been testing on Winfield Road?
4.) Has the company from which the city purchased the cans and lifters had experience with cans being fiddled with when they are sitting ducks beside the road the night before garbage pickup? If so, what did these other municipalities do about it?
I got my cans and my trash back in time to leave it out for pickup, but the next victim might not be so lucky.

City did not collect my recycling today. I have an Arlo camera that captured trash pickup but it seems like recycling simply never came. My bin is full. No notice was left

This is like the third time the trash men have just straight refused to empty my recycling, and they also leave debris in my trash can as well. I don't have any inappropriate items in the recycling, it's aluminum cans and flattened cardboard. They didn't leave any kind of notice. Just uncollected trash. I feel like this just incentivizes me dumping everything in my trash since at least that way it will get collected.

City didn't empty my bin again. No notice left of why. I can't tell why. Nothing in there except approved items. It's really frustrating to have it get not collected every week.

Trash hasn't been picked up for 1400 block East Atwater. It has been picked up on the 1500 block, as well as Swain Ave. around the corner. Was put out Sunday but the container is still full at 9:15 a.m Monday. At 82 years old I'm physically incapable of lifting full trash container to carry it back up the steps to my yard even if I was willing to leave it until next week.

Trash pick up is normally scheduled for Tuesdays. It is now Wednesday evening and trash still has not been picked up. My can is full and I have no where to put trash. I understand if issues arise and trash pick up cannot happen, but residents should be notified and there has been no notification. When will my trash be collected?

Trash and recycling pickup personnel are leaving bins knocked over and in the middle of driveways. Maybe need a refresh course on how to put the bins back down after dumping them / maybe a new employee. This doesn’t usually happen on our route… sometimes but it’s not usually.

Trash collection for 1400 block East Atwater -- that address is 1404 East Atwater (property with a lot of trees in front yard -- house # is on a tree near sidewalk, by steps), not 1406. Trash container is on sidewalk, next to wall. Please pick up. Thank you.
