Utility contractor is using rebar rods for safety fencing around open holes along side walk but they are not using rebar caps on top of the rebar which poses an impailment hazard if someone was to fall into the rebar

1730 S Olive Street, Bloomington, IN Branches large and small put at the front of the property as requested. I do not have a chain saw to cut up the large branches.

Since the house is a corner lot, all branches are organized along the side of the road on S Olive Street for pickup.
Our water bill is way higher than typical. I have looked for a running toilet and checked in the house for a water leak but I'm not finding anything. Is it possible that the leak could be outside?
