Dogs at this address regularly leave the yard and charge at our leashed, walking dog. This has happened for months. The owners do not leave their own property to get their dogs under control, but ineffectively call them. After months of this happening I sent an email to them on July 20 (attached). This week on July 27, their gate was wide open, their dogs out, and they charged at my dog again. Again, the owner remained on his property and at a distance rather than coming out and getting his dogs.

“There’s two dogs that have been outside all day in this heat without a water source for the second day in a row. One is on a lead in the yard and the other is not in a lead or a leash at all and was seen wandering off the property. To Whom It May Concern, I am writing to formally report an ongoing issue with a neighboring property located at 111 W Southern Dr. The resident, Ashley, owns three dogs. One of them, a dog named Ruby, consistently exhibits aggressive and disruptive behavior that has significantly impacted our quality of life. Ruby barks incessantly, often for prolonged periods, particularly when we are outside on our front porch or tending to our garden. Despite multiple opportunities to address the situation, Ashley has made it clear that she does not consider the barking a problem, stating that because it does not bother her, it should not bother anyone else. This dismissive attitude has left us with no reasonable resolution and has effectively driven me away from gardening—a once peaceful and restorative activity for me. In addition to the constant barking, Ruby regularly escapes into our yard, approaching us with hackles raised, barking and snarling aggressively. This behavior is alarming and feels threatening, especially when we are simply trying to enjoy our own property. When anyone walks by the house, even with Ashley present, Ruby behaves similarly, charging at pedestrians and displaying aggressive posturing. I am aware of at least one incident in which Ruby’s behavior caused such fear that she was sprayed with mace. Despite repeated concerns from neighbors, Ashley continues to disregard the issue. She claims the dogs are "working dogs" and that their behavior is normal for the breed. However, they are not being worked, socialized, or exercised in any meaningful way. They are rarely seen off the porch or in environments like dog parks where they might interact with other dogs or people. Given that Switchyard Park is essentially our front yard and a public, family-friendly space, this level of negligence is particularly troubling. I regret not filing this report sooner. I have been patient for years in hopes that the situation would improve, but the lack of responsibility and disregard for the safety and comfort of others has reached a point where formal action is necessary. Small deceased buck that slid down the embankment between 1497 and 1456 SR 446. I’ve called the non-emergency Bloomington police number, they told me to call the DNR. The DNR told me the city/highway department. So I’m hoping we can get this poor little boy taken away.

I live at 6594 N Netha Ct Bloomington, IN with my two dogs. We have a fenced in backyard but to take my dogs out I must go through my front yard with them leashed to get to the gate. Last year my neighbor's dogs cornered me and my dog on our front porch and bit his tail. I called the nonemergency line ad sheriffs were sent to my house but the neighbors did not answer the door and the dogs were not home by the time they arrived. Since then I have dealt with them trying to get in my fenced in yard, and not being able to take my dogs out when they are outside. Today, my husband went to take out our 11 week old puppy and him and the puppy were cornered again on our front porch by our neighbors two dogs and they tried to take our puppy out of his arms. Our neighbors do not seem to care about their dogs coming and doing this and I am not sure what to do.
