This has been on going now for over a week it is all day and all night the people that live there are running a generator to run power into the house and to the 2 rvs in the back by the alley. It’s super loud and I can’t take it much more. I’m honestly surprised the SCCAP office hasn’t made any complaints yet.

After reading about the variance denied to the property owner, Randy Lloyd, I couldn’t help but think about the current use of the site at or about 113 E Kirkwood. This property sits in an overlay that does not permit surface parking. I can’t find any use in the UDO where parking is allowed when not attached to a structure, and I specifically remember a number of discussions regarding this issue. In particular the Methodist Church’s desire to convert the footprint of the old post office to surface parking. I believe that had to turn it into green space. I also have concerns that this lot is 100% impervious. 20.4.20 I just don’t see how this use satisfies the spirit of the Comprehensive Plan, the existing UDO, or is consistent w previous use determinations. Further, the owner expanded the parking from what was there pre-demolition of the 4th street garage without any public review. Finally, I doubt this parcel meets the requirements of 18.12.10. How would BFD access or service a car fire on this parcel? It’s too narrow to get truck in there and difficult to service from the alley. This use may have been over looked during the demolition and reconstruction of the 4th street garage, even though parking was not really needed downtown during the pandemic, however, it’s time for enforcement against this parcel and other nonconforming uses.

I am a neighbor of this address. Twice in the past year, the two dogs who live at this property have been in the street and charged me and my dog. On another occasion, one of the dogs charged the property's fence and attempted to bite me by reaching *over* the fence. I have reported two of these instances to Animal Control. The last time (when the dog attempt to bite over the fence), the Animal Control officer told me that he had explained to the owners that their fence violates zoning by being too close to the sidewalk, and that the owners had expressed an intention to remove the fence in the front and keep the dogs in the back. However, I have heard, "We keep the dogs in the back" multiple times, when that is not true. The Animal Control Officer suggested that I could contact the city's zoning office, to have the fencing issue in the front yard addressed. I cannot find a way to contact Zoning specifically, so I am submitting the request here. FWIW, other people have had encounters with these dogs, though I don't know if they have reported it. Thank you.

Traffic Suggestions

The construction on Rhorer and Gordon Pike has pushed a lot of the thru-traffic on the South side to East Burks Dr., resulting in a traffic load that the small, curved road wasn't designed for. More cars are coming through, and not always at a safe speed. This issue is highlighted by the fact that currently, there are no signs prohibiting parking on either side of Burks Dr., so residents park on both sides of the street. This creates a one-lane road that has to accommodate a large traffic load (relative to it's design). Some residents have even taken to parking large tractor/trailer vehicles on the road, which almost completely eliminates visibility of oncoming traffic as you round the bend going from west-to-east. My suggestion is to please restrict parking to the east-to-west side of the street, and post "No Parking" signs on the west-to-east side of the street. This allows for the greatest visibility for both sides of traffic, and also maintains two-way traffic, an important element to South side transportation with alternate routes still under construction.

The intersection of Pete Ellis Dr./Discovery Parkway and 10th Street is used by residents of numerous apartment complexes, bus riders, and community members accessing the post office and the greenway that goes along 10th St. The intersection is necessary for access to Indiana University from Woodbridge and Fountain Park Apartments, which hosts many graduate students. However, there is no crosswalk, pedestrian lights, or sidewalk platforms to allow for safe crossing along this very busy intersection. Additionally, the traffic lights are not able to be seen from the four corners of the intersection, forcing pedestrians to make an educated guess on when to cross. In short, the intersection is dangerous and near impossible to cross. Would it be at all possible in the future to include a) a crosswalk b) a pedestrian crosswalk light c) sidewalk cutout/curb ramps on the two corners in which there is not one currently? There is a walk way from Cascades Addition from near 651 Skyline Drive that goes into the Arlington Elementary School yard. I have tried but never have been able to find out who (school or city) is responsible for it. I think the school has cleared it out every year before school starts. Children from the neighborhood walk to school that way and people walk to Kroger or to the walking path and frisbee golf course at Arlington. Right now it is really overgrown and some people have come racing their bicycles and scooters out of it and almost hit us twice (they were young adults). There used to be posts on it so no one could do that or try to drive on it! Picture is From Skyline Dr. looking up (see cut off post). I think the posts need to be put back up and it definitely needs to be cleared on both sides of path from overgrowth.

Blocked Sidewalk

Southeast corner of college and 14th. Construction site at old mancino's. Sidewalk partially obstructed by sand. They moved the equipment. They moved the sheet board. They did not move the sand. Workers are present inside the building. I am bringing this to your attention because it demonstrates their comfort with receiving daily phone calls from your office. They are used to the sound of the dog barking without biting.

Rollerbladed Clear Creek today, the new portion the County must have opened in the last 1.5 years or so? Was awesome. It is unfortunate how little attention the City pays to skating accessibility. Smooth surfaces are key. Bike and pedestrian commission doesn't even mention skating. Can a skate-specific person be appointed please? Skaters take up less space in the same area compared to bicycles and can easily be thrown in a bag or office. It'd be nice to see more skating commute options. It's not all about boards destroying curbs or whatever people think. I'm certainly no teenager or 20-year-old anymore. Particularly there needs to be an east-west trail in town that goes from far east like the lazer tag place and Summerhouse all the way to campus, and then over to the B-line.
