"Benchmark Foster parents Needed" sign in the grass, according to the Elevate map in the ROW, on E Third Street, at the entrance to First United Church (=2420 E Third). INDOT tells me that this is in the City of Bloomington's jurisdiction.

Is the city or county responsible for enforcing the speed limit that people travel on Kinser Pike between the stop sign at BHSN and the I-69 overpass? People routinely drive 40-60 MPH, especially on the straight sections even though the hills prevent them from seeing a pedestrian or bicyclist. The posted speed limit is 30 MPH. Can something not be done to slow them down? I am starting with this question to the city because the city clears the street so I thought the speed limit might be under city responsibility also. It is horribly dangerous to attempt walking on the road and there are no sidewalks between Acuff Rd and I-69. Can one of the units that tracks people's speed be set up to monitor and notify people that they are driving over the speed limit? One white sporty car drives so fast through the Bayles Rd T straight away that it is an unidentifiable white blur.
