There are two cars (one navy/black and the other white) that have been parked continuously in the parking lot for about a week or so. The people in the cars have recently started littering the park.

Constant noise after midnight including excessively loud car bass that can be heard down the road. They play it for over an hour some nights after 2 AM. This place needs cleaned up. Quickly. A lot of in and out visitors.

My neighbors at 279 E Varsity Ln play music that is so loud it shakes the wall of our apartment. It goes on for all hours of the day and we have asked them and the property managers to put a stop to it and nothing has been done. There is also a very strong distinct odor of marijuana coming from their apartment that is rather bothersome because we can smell it in our apartment.

Additional camp. There is a large dog which barks when hiking in the area. Campers in park area between clear creek and the rail trail. Campers are in flood plain, which is hazardous for them. Beacon has been contacted and is unable to reach out at this time. There is a noticeable decrease of people hiking this part of the park and a decrease in wild birds in the area.

There is a group of homeless people set up with a whole camp behind the health department.

There’s an abandoned van in this parking lot. The van’s door is open.Vagrants are living in this van. An arm was hanging out of the door in the van today-I guess someone was passed out in there. There’s trash all around it. This is located in the Railroad Park neighborhood behind Switchyard Park. It is directly behind Eye of the Needle-this is the 3rd complaint I made to the Bloomington Police Department about this occurrence.

Greetings.
In my experience, as well as observations, it does not appear that there is much, if any, enforcement of the Hands-Free Driving state law that went into effect in 2019 in the City of Bloomington. There also doesn't seem to be much accountability to that law as in my experience, the person who rear-ended me told the BPD officer she hit me because she was looking at her phone, but following too close was on the citation and not distracted driving. Why is that? I was told that he didn't want to put more than one reason down. Well, why not distracted driving as that is what she admitted to? Also, there doesn't seem to be any sort of a public safety education campaign in any way... I could imagine that the social media accounts would be a great place for a weekly, bi-weekly, or even monthly Public Safety Announcement (PSA) for some friendly reinforcement, reminders, remedial lessons, etc. about the laws that provide structure around driving a couple ton heavy potentially lethal machine around these safe and civil streets. I think Bloomington motorists need a few reminders on some general laws about operating a motor vehicle, especially the hands-free driving state law. Can someone please speak a bit to this concern of mine? Much obliged for your time.
