Hello, At 7:30am, someone began jack-hammering the sidewalk immediately outside my apartment window at 222 N College Ave. There are several apartments facing that sidewalk at this location, and it is directly across the street from the Hilton Hotel. In other words, since many people may be trying to sleep in this area, it seems a bit unreasonable to start something so loud before 8am. Thanks for your attention to this matter. Is there a way to keep street people from rummaging through apartment complex dumpsters in the middle of the night? They make a lot of noise and leave a mess behind and if ask them to stop they yell and threaten people. Is it a crime? If so, does management or property owners need to report them or can tenants/neighbors call the police?

Last night someone broke into my car and stole a few items. There is no camera and nothing was valuable but I just wanted to report this issue incase it happens again to someone else around me.
