There is a recurring problem at this intersection. Drivers heading west on 3rdSt/46 and turning south onto College Mall Rd routinely block the eastbound traffic on 3rd St by blocking the intersection after their turn light turns red. Tonight the intersection was blocked for the eastbound traffics entire green light. The Do Not Block the Intersection signs go unnoticed or unheeded. I’ve contacted the Mayors office before and my complaint was forwarded to someone who couldn’t/wouldn’t do anything to address the problem. I’ve contacted the Police Department who said it wasn’t a priority and they didn’t have the manpower to do anything even if it was a priority. My suggestion is to make the Do Not Block the Intersection signs more noticeable and to shorten the duration of the left turn signal for those turning south onto College Mall Rd from the westbound 3rd St lanes. The North/South alley between 810 W. 7th and 804 W. 7th is being encroached upon by gardens, woodpiles, trees/vegetation and possibly the fence and cinder block garage owned by 810 W 7th St. As a result, the alley traffic is being diverted outside of the alley right of way and onto the private property located at 804 W. 7th. This appears to have been going on for a number of years. As the new owner of 804 W. 7th St., it is my full intention to re-claim the property/property line currently being encroached upon and proceed with renovations. I request that the Street Dept contact the owner of 810 W. 7th and order the encroachments be removed. With the assistance of a surveyor, I have located the NW and SW corner pins delineating the right of way and pounded new T posts just outside of the right of way in those spots and plan to post the entire property line once the encroachments are removed. Were I to reclaim the property line today, the alley would become impassible due to said encroachments. I request your assistance in remedying this situation in a civil and legal manner, as requests to the homeowner of 810 W.7th have fallen upon deaf ears. I request that you keep me in the loop regarding this issue. I would be happy to meet with a representative of the street dept, with survey in hand, to assist in clarifying and remedying this issue, as renovations of 804 W. 7th will begin in a few weeks. Which office handles habitual speeding areas? For the five blocks of 12th Street stretching from Walnut to Indiana Avenues there are no traffic signs (speed limit, Stop, etc.) at all, so some people use it as a raceway - mostly in the evenings and much of the night. Formally it is a 25mph zone, but that is not indicated anywhere along the street. In the last year the main problems have been with Domino's Pizza delivery vehicles that fly perhaps 50 mph down the street. We have spoken directly to some drivers and with Domino's managers, but that has done nothing. What can be done to stop them from making our neighborhood a dangerous and unpleasant place to live? If a Stop sign were put in place at Lincoln and/or Grant, that would likely help.

Oakdale Square has significantly cut back on maintenance activities, including lawncare, although they have continued to raise rates. Current grass height exceeds 8 inches, even 12 inches, in many locations and encumbers quiet enjoyment of lawns and common areas. Leasing office is aware, but they have reduced the frequency of regular lawncare.

Three weeks ago, I was riding my bike west on 7th St in the bicycle lane as a car entered from Indiana Ave into the bike lane. I had to stop my bike and lift it over the curb to get around the car that was impeding both lanes of the bike lane. This is not my first experience with cars in the 7th St bike lane. Please install a post or bollard at the protected bicycle lane entrances to discourage cars from entering it. This is a simple, easy to install, and low cost solution. I don't understand why it wasn't installed in the first place.

After removing invasive species yesterday with the city, I picked up about 90 pieces of trash, mostly beer cans along North Dunn between Clover and Lakewood. Would it be possible to post a sign that would address littering? Most of the litter was on the east side of the road.

There is a metal post with a sign on the train tracks right at the intersection of Indiana Ave and 13th St that looks very frail. In the past wind advisory situations we have had in the city, anytime the wind hit the post, that post sounded as if the wind could dislodged it violently from the base and the sign at the top could fly off into near-by buildings, it even sounded horribly loud as the sign does not seem to be securely attached to the post. When that happened I called 9-1-1 to let them know and asked them to contact whoever is in charge of the tracks for them to look into that by securing that post. However, nothing happened. Tonight, with the tornado watch and the very strong winds we are having, it's the same situation with the post. Because of that, I called the Indiana Railroad Company's emergency number and they said they would email someone but that that would take some time and they were not sure they would get to it that night since they were also in tornado watch.

So I've talked to you guys before about this issue how you guys have the timing for the traffic lights set up and of course you know you guys basically said all their set correctly but here's the issue all over town and multiple times a day I have to travel various places in town for my job. And you guys have the signaling set up to where you come to a stop at one red light and it goes green and the very second you arrived the next stoplight doing the speed limit it turns red it's really bad on West 3rd Street but specifically the portion of town that I have to drive through half dozen times a day from Miller Street to 2nd Street you literally have to stop every single traffic light because you guys have set the traffic signaling to make you stop at the red light. Having lived a lot of different places this is something that's very unique to Bloomington you know I'm sure you're going to tell me that's the way it's supposed to be which in turn means that you just wanted to turn people from driving but it's straight bullshit on a busy road like that that northbound traffic or southbound traffic you guys have it set that way West 3rd Street you literally have people having to stop in the intersection because you guys want to play games!! Yeah it's funny because when I called the mayor's office they acknowledged that the timings were messed up but said they would defer to you people
