Large shrub in front of house is so large that it is mostly preventing use of the sidewalk right there. House might be an IU property. Does City have jurisdiction over Campus?

Overgrown plants make sidewalk impassable
Overgrown weeds blocking sidewalk. Note that previous complaint was only partially addressed by owner: tall grass was cut back but large wood-stemmed weeds further down sidewalk haven't been touched.
Large fallen tree branch is blocking the sidewalk. (Other nearby vegetation on this sidewalk needs to be trimmed, too.)
Vegetation from the property to the north of the sidewalk is covering more than half of the sidewalk. Please remove the vegetation so it is a clear path.
The sidewalk on the west side of Fairview has been made hazardous by the property owner at 708 W 12th Street neglecting maintenance of their property for many years. The plants are growing into the public right-of-way, and the pine needle litter is so deep that when it is wet it is causing a slip hazard. It's been like this for at least three years and I am tired of neglectful property owners renting out their houses for income and not being good neighbors.
Please see attached photo. This location is at 10th and Park and has been reported to the IU Grounds Dept. as a tripping hazard. The gray bucket is there to indicate a bus pickup for the Boy Scouts that are in town but the metal and the sandbags are blocking the sidewalk, our crews moved the items off the sidewalk and into the homeowners yard. Retaining wall collapsing (again) on NW corner of property. Large limestone block has fallen into sidewalk, blocking wheelchair and stroller passage.
