Biking & Walking

I had an unpleasant near miss biking the small connector trail that Weatherstone down to Highland Ave. At the bottom of the hill, a scooter was on its side, in the middle of the pathway. It was not visible until almost right on top of it, and I came close to wiping out.
The city needs to find a solution to scooters that are abandoned haphazardly on sidewalks and bike trails. This is not the first incident I've had, and certainly won't be the last. Eventually someone will get seriously hurt.

Out front of the iMechanic shop there is a growing encampment that is taking over the scooter corral and the sidewalk.

Grass clippings! Hazard! The southbound lane of Woodlawn along Bryan Park has grass clippings all over the right 1/3 or 1/4 of it. The park got mowed and a city employee left grass in the road. This is a danger to all the cyclists, motorcyclists, and scooter riders. Can we get that mower operator a leaf blower?
This happens routinely around the park and on Sheridan and Southdowns in the multi use paths. Very careless and dangerous for the city to leave debris in the road.

I biked downtown this afternoon for a trip to the public library. Upon arrival I discovered that every space in the bike racks surrounding the library were taken by Veo scooters. Attempting to move a scooter to park my bike was extremely difficult, as the scooter wheels immediately locked up, and scooters are simply to heavy to lift and move.
Allowing a private scooter company to completely monopolize all available bike parking around the public library is not acceptable. Why is this allowed? Could the rules around scooters in the city be reviewed and this specific issue addressed?
To clarify, I don't believe users had parked the scooters here. It seems as if they were deployed and staged in these spots.
Thank you.

Scooter blocking the sidewalk. Very loud and unpleasant music playing on the porch.

Corner of Wylie and South Woodlawn. Pavement has dropped (2 inches?) In the northbound lane of Woodlawn. It's impossible to miss like a pothole because the dropped pavement has formed a hard ledge you jolt over.
This would likely throw an e-scooter rider forward over their handlebars. Gives me a serious jolt in the car so very dangerous.
It has been previously patched but is continuing to drop quickly. May need to check for collapsed infrastructure under the road. I will take a picture if requested.

There are multiple potholes on Amp Way, near Target and Current at Latimer Square. The largest is past the entrance that Target shares with Chik-fil-a. Further down the road there are two, one pretty deep, right at the corner crosswalk. This concerns me due to the blind corner and crosswalk. Some drivers come around that corner in the middle of the road, and it makes it difficult to avoid hitting the pothole.
This road is, at times very busy and congested, with bus, car, scooter, bicycle, and foot traffic. The curbside parking for the apartments has cars facing two different directions, which gets chaotic. The turn lane in front of Target is very tight if you're turning right, with poor visibility due to the hedges, and oncoming traffic often speeding. it wouldn't be a bad place for a few speed bumps, especially with the IU Students returning soon.
