A clump of trees rooted in the drainage culvert rocks as it crosses under Benson Ct. fell into our yard during the storm. Does the city remove them because they were part of the culvert?

I am hopeful this form is the correct place to submit this concern: On or before 2/21/2020 I noticed that my front-yard sewer plate thing is all ripped up and askew like I've never seen it before and it just don't seem right. At your convenience, could you take care of the asphalt the snowplow scraped onto my lawn and maybe take a look at the patch there in the middle of the culdesac? Thanks.
