Why have long stretches of the road on S. Washington now unavailable for parking? If this is a new standard, will this be done city wide?

Street light near my home (in front of 401 S Pleasant Ridge has not worked for the two years we lived here. All the other lights were fixed recently.
North/South Fee Lane at 17th St. Left turn lanes on Fee do not trigger the turn signal.
All streetlights on the east side of Walnut St between 9th and 10th street were observed to be inoperative on the evening of September 25th, 2017.
ALL street lights on the west side of College Ave from 17th street to the railroad underpass just south of 14th street were observed to be inoperative on the evening of Sept 25th, 2017. What is going on?
The street light at the intersection of Woodburn Ave and 15th street is out. This was observed on the evening of Sept 25th, 2017. This is a dark neighborhood and cannot have its intersection lights inoperative. Few residents keep their porch lights on as I do front and back.
The street lights at the north and south approaches to the railroad overpass (rogers/madison) are STILL NOT WORKING. I previously reported this and discussed it with Christine.
Car at Firestone blocking sidewalk
Abandoned vehicle at 1602 W. 7th.
Debris on sidewalk: Malibu and/or Opie Taylors dump waste water out their back door, in the alley on the back/eastside of the building. It runs down the alley, and across and down the sidewalk. I've meant to complain many times over the winters when it's created ice. Today it is a slick sludge of wet leaves that was slippery even though I was super aware and careful.
