My neighborhood is undergoing fiber installation. On 9/6 and 9/7, my yard housed a large tractor. Now that the install in complete, I am left with a yard that is partially destroyed by the utility contractor. The grass is gone, the yard is no longer level, there are multiple drill holes large, and there is a lengthy bulge from the cable plow. Rather than leave my lawn in the same condition, the contractor laid hay and grass seed. This will not create a lawn being that it's fall and won't take, and it will not level my lawn. I've tried to communicate with the workers but they do not understand me, as they are not English speakers. Who can I communicate my issues with?

I have seen as many as 9 cars parked in their driveway and on the street. One day they had 5 cars parked on Eddington Drive. I'm sure the owner is violating municipal code. 15.37.010 - Definitions.
