I am planning to building a fence on one side of my residential property. Is there any setback required by city code, or may I build the fence flush with the property line?

Crabapple tree has grown over and down onto the sidewalk in front of 1700 E Camby Lane. Sidewalk is impassable. Sidewalk continuing around corner of same property is impinged upon by burning bush shrubs.

There have been an unreasonable amount of cars without permits during the week that park all around my house, which is near 8th and park ave, and there have been numerous occasions where I cannot even find a place to park at all. But then I'll go down the street and look and I notice, 2/3 of the cars don't have permits. I realize I live near campus buildings which draws people to want to park close to classes, but I believe that if tickets start being given, especially for repeat offenders, then this issue will be solved. Thanks for your time, Travis Johnson.
Uploaded agenda/packet to September 14 meeting for historic preservation but doesn't appear on the site. https://bloomington.in.gov/boards/historic-preservation/meetings It worked last time for me. Something gone wrong?
There is a loose sewer or water cover on the road on W Patterson St between where it intersects with S Madison St and S Rogers. It is loud and disruptive through all hours of the day and night with every car that drives over it and is a potential safety hazard. This has not always been so noisy so it must have come loose or not properly secured recently. Could this please be secured ASAP? Thank you.
