Water Utility Billing Problems

Please say you will discontinue your current practice of "estimating" costs. For me, for two months in a row, the winter estimations are more than six times my historical average. I use water for sprinklers in the summer, not the winter. I use 3 to 4 units in the winter, but I'm being charged for 15. Please stop that practice.

There is a Lincoln car (plate 114PQA) consistently parked in the yellow, no parking zones at the southwest corner of Hawthorne and 1st Street. It makes it very difficult for drivers to see oncoming traffic.

The vacant lot at 214 W. 7th St. where a building was torn down two years ago had trash, debris and weeds that have not been cleaned since the building was removed. The property owner of the adjacent commercial building at 216-220 N. Rogers would like the owner to clean up the lot. Thank you.

I use Bryan Park on a daily basis, and I have noticed an increase lately in the amount of dogs that are off-leash. As the park is not off-leash I would appreciate better monitoring of this and perhaps more signage.
