Water Utility Billing Problems:
Web Form: Please say you will discontinue your current practice of "estimating" costs. For me, for two months in a row, the winter estimations are more than six times my historical average. I use water for sprinklers in the summer, not the winter. I use 3 to 4 units in the winter, but I'm being charged for 15. Please stop that practice.
