To my understanding this is on the city's water utility bill footer. I will inform them of the invalid URL but it will take time to fix the issue. The text that you reference is actually an embedded image and not just html characters that easily could be edited. The change will need to go to a 3rd party software vendor that is responsible for the water utility billing system. Thank you again for the observation, alan
