Web Form: Lights are really dim for E 3rd east of college mall. Hard to identify Lanes at night and next to impossible during rain. Scary particularly with no median for opposing traffic at high speed. Can City either increase brightness to lights, which also would be good for feeling safe walking, or at least add little reflectors to lane for safer driving like State did on 10th.
