These files are tracked in a system called Onboard: https://bloomington.in.gov/onboard/meetingFiles?committee_id=1 We are planning to expand the website's search coverage to include integrated systems like Onboard, but currently that functionality is not in place. I tried limiting Google search results to just that section of the site, but it doesn't look like Google is indexing those documents either: https://www.google.com/search?q=site:bloomington.in.gov/council/meetings
