Web Form: The owner of this car has a private parking space on the 500 block of West Smith Avenue. (Not sure of the house number. Sorry.) As you can see, he is not within the lines. Smith Ave. is a narrow street and said 'outside the lines' parking makes it difficult for UPS/USPS, emergency, and construction vehicles to pass through easily. I've spoken to him "in-person" to politely remind him to not park in the middle of the street. Would a ticket with a fine attached get his attention? I hope so. He doesn't seem to be moved to change his parking behavior by kind yet direct words from a concerned neighbor.
