Neighbor states that there has been trash out for many weeks (but not set out for trash crews). Neighbor states that animals have scattered the trash all over the place. The house is on the corner of 11th and Lincoln and the neighbor reports that the worst part of the mess is on the 11h street side of the structure.

Citizen was complaining that utility workers were not flagging the area correctly. He came around the corner of Kirkwood and Indiana and flagman stopped him causing him to brake too fast. He feels that this is an unsafe practice. and wanted to report it.
