Ms. Odell was driving on South Patterson before the Prospect intersection at 7am on 11/16. A car was driving towards her in her lane, so she veered into the other lane to prevent being hit. She said that there is a concrete block in the middle of the road that is lightly painted with yellow paint, but has no reflective quality. She was unable to see the block due to the lack of reflection and this caused major damage to her vehicle. She is requesting that the block be painted with reflective paint to prevent others from doing this as well.

At the end of the message, he said someone better clean up this (expletive) or he will...and "that's a promise." Diane forwarded the message to Chief Diekhoff.
