Is there a way to keep street people from rummaging through apartment complex dumpsters in the middle of the night? They make a lot of noise and leave a mess behind and if ask them to stop they yell and threaten people. Is it a crime? If so, does management or property owners need to report them or can tenants/neighbors call the police?

I would like to ask the City of Bloomington to begin considering steps to put ordinances, rules, regulations on these Bird Scooters that have infiltrated our city. I have seen almost every person riding in violation of the safety rules the company urges. There have been two people on a scooter, all of them without helmets, and riding on sidewalks/all over campus. They are getting parked on campus bike racks, cluttering up side walks, and generally are unsafe and without any kind of ordinance in place, could only cause potential risk to both car drivers, pedestrians, cyclists etc. https://www.bbc.com/news/world-us-canada-45596449 There are known deaths on these modes of transportation. Indianapolis enacted an ordinance after unsafe crashes had occurred. Bloomington needs to be aware of the risk and make stations for these scooters with agreements on proper use.

This is on a utility pole behind my house at 319 N Dunn St. The pole is located on the south side of 8th St. between Dunn and Grant. It's right next to the small parking spot in my back yard (there's normally a black Subaru Forrester parked there). When I noticed it last night, it was swinging back and forth in the wind. I know absolutely nothing about electrician stuff, but I'm worried that this is an exposed wire from the utility lines that could hurt someone.

We are having a landscape crew dig stumps in this area, but before we can start - it needs to be flagged and checked for underground utilities. I actually don’t have an address for these stumps. Is there anyway you can have the underground utilities checked in the red circle on the photo of the map below? Please let me know. Active construction site with no visible permit present. Alleys have been blocked off in both directions. Are there % greenspace requirements for new construction? It appears they have dugup the entire lot. Are there onsite parking requirements for the number of tenants expected? The on-street parking places in this neighborhood are already full of cars. Is there a height restriction? Will there be or has there been an opportunity for public comment about any proposal for this site? Will the number of parking passes issued be limited to the actual number of residents? This all seems a bit third-world...
