Fallen limestone blocks, weeds, broken sidewalk, fallen branches, leaves, this sidewalk is a mess and the owner should at least be told to clean it up.

The tree-lined edge of this property's parking lot is a well-known syringe drop/pickup spot. We have witnessed several syringes appear in a pile, then mysteriously disappear within hours. Most recently a bicycle was dropped in the weeds, then removed the next day. Transients sometimes use it as a public restroom. Trash has been accruing in this strip of overgrowth and blows out into the alley. As well, the overgrowth of weeds, vines and saplings encroach upon the alley, making it difficult to traverse by vehicle. Finally, vines are choking out the line of trees that occupy this strip. This is the least frustrating issue, but an issue nonetheless. All of the overgrowth and vines should be cleaned up so it cannot be used as a hiding spot, dumping ground, public restroom.
https://bloomington.in.gov/crm/tickets/view?ticket_id=180890 Why was this ticket closed with reason "Can't Fix"? Shouldn't you contact the landlord to advise them to clean this up? Another (perhaps stolen) bicycle and other personal effects have been dropped off and picked up the following day. This just on 9/17/22. This strip of overgrowth is still accruing trash. What can be done about this? If nothing can be done, will you at least provide a reason?
This is more of a question really. A neighbor has claimed quite a bit of land that is listed as city property, but claims because she mows it, it is hers. It seems the city agrees, because for years they've allowed only her to use the site. Is this true? I have close to half an acre behind my house the city isn't using it maintaining at all. I would really like to expand my current property into that area. I'd hate to put all that work in though before knowing if I would get the same deal with the city my neighbor has.
