Dee Wills referred to process of abatement of property. Where can I find an explanation of what that means? Also, I have asked in multiple reports if there is a City department or agency that can help me with the next door abandoned (for two years) swimming pool that is stagnant, attracting wildlife, and a perfect breeding place for mosquitoes?

House abandoned for over a year-past owner called, but no action-I am neighbor (at 105) and I mowed the front, but the back is over 24" high-and big problem with pool in back that has not been drained for 2 years or more (serious mosquito threat)

Neighboring property at 125 E sunny slopes is empty/abandoned. Their fence is badly damaged and crosses into our property at 135, which we learned with a new survey completed in July. Who is currently responsible for the maintenance of 125 e sunny slopes?
