Was walking my dog at approx 12:30 am 10/28/2022 and a stray dog with no collar was spotted roaming free. Black/white of unkown breed, medium size. Did not seem aggressive but my dog doesn't like other animals. After taking my dog inside went back to see if he had a collar and did not see one. Would not come close enough for me to pet, barked at me, but did not seem to aggressive otherwise. Might have just been someones dog gotten loose with no collar.
There are dogs that are locked in trailer 16. They have been there for weeks without anyone looking in on them. The owners have also been mistreating them physically. I ha e video evidence.

Jefferson Wilson has been abusing not only his two horses but another horse on the property named Dexter. He hit him with a whip and carrot stick multiple times on Monday night in the arena and there are marks on Dexter. This went on for 30 minutes. Dexter’s owners know and haven’t said a word. I know you guys have already been contacted but I want the whole situation investigated. He is going to move his horses Friday because he knows you guys are investigating him and wants to try to move them to where you can’t find them to check on them. He knows you guys are closing in and once you see footage it will be in trouble. Please help these horses before it’s too late. Multiple people in the barn have offered Jefferson a chance to sell them so they are taken care of and he wouldn’t. Because he knows he wouldn’t get them back.
Jefferson Wilson is a boarder at the Monroe Co Saddle Club. We have caught him on surveillance video more than once beating his horses by hand and with a whip. He is riding one of his horses with an injured foot and leg that isn’t supposed to be rode. He is currently also hurting other members horses in the barn by hitting them with whips. He has been notified more than once to stop and has been confronted. We are worried about the safety and health of his horses. I’m not a member of the board and I’ve brought it up to their attention as well. There isn’t much I can do besides notify you guys and the board. He is hurting them.
Over the past few weeks, I've seen a skinny, medium sized dog in the parking lot who is skittish and vanishes into the nearby wooded area. He is warm brown, seems to be a boxer mix possibly. I've seen him a number of times - I'm not sure he's a threat to people because he's so scared, but it is starting to get cold outside.
