People are living out of a maroon van that is parked in front of the house. Trash and debris everywhere around this house. Possible drug use going on as well.

People living inside of a van and using it for storage. Also, using an RV for storage. This goes against Bloomington City Code: 20.04.060
Greetings. In my experience, as well as observations, it does not appear that there is much, if any, enforcement of the Hands-Free Driving state law that went into effect in 2019 in the City of Bloomington. There also doesn't seem to be much accountability to that law as in my experience, the person who rear-ended me told the BPD officer she hit me because she was looking at her phone, but following too close was on the citation and not distracted driving. Why is that? I was told that he didn't want to put more than one reason down. Well, why not distracted driving as that is what she admitted to? Also, there doesn't seem to be any sort of a public safety education campaign in any way... I could imagine that the social media accounts would be a great place for a weekly, bi-weekly, or even monthly Public Safety Announcement (PSA) for some friendly reinforcement, reminders, remedial lessons, etc. about the laws that provide structure around driving a couple ton heavy potentially lethal machine around these safe and civil streets. I think Bloomington motorists need a few reminders on some general laws about operating a motor vehicle, especially the hands-free driving state law. Can someone please speak a bit to this concern of mine? Much obliged for your time.
Person has been living in an RV in the alley for most of the year. Lots of " personal items" have accumulated. There have been instances of domestic abuse here as well.
Homeless encampment in the woods on what I can only gather is public land but I'm not sure if someone owns it. They have completely trashed the area in and around these woods. They do drugs, are loud and dangerous. They have a bunch of cars and trash on N Summit close to the woods they stay in. There is trash all around the vehicles. I don't think they should be allowed to trash the neighborhood and cause issues.
There is a bag of syringes outside the library near the Bears.
On my way to work this morning I was almost hit by a vehicle that did not stop at the stop sign by the Boys and Girls Club on W 12th St. They drove right through the sign. I was able to get the vehicle's license plate, but I'm not sure if that should be included in this, or if I should provide that to someone if I am contacted. After this incident, I feel like a police presence should be at this stop sign in the morning. There are kids and adults that are constantly walking around this area, and I do not want anyone to get hit because someone is blowing through stop signs.
Open Container Law Not Enforced Downtown or at Seminary Park
My pick up truck was drained of gasoline again. 30+ gallons of fuel removed. I have a locking gas cap, but the thief has figured out how to siphon fuel. On my Trailblazer, they just cut the rubber connection between the fuel tank and the fuel filler pipe. Cost $60 to replace the part and they took 20 gallons of fuel.
